In this edition:

1. Memorial Day Holiday:

  • Not uncommon for thieves to target truck terminals and truck dealerships over the holidays. During the COVID-19 pandemic there has been an escalation in vehicles being broken into.
  • SECURITY TIPS:
    • Take extra precaution to secure the trucks and items of value at your facility.
    • If your units do not have anti-siphon fuel devices or locking fuel caps, instruct the drivers not to fill the units at the end of the day.
    • Ensure security alarms and cameras are in working order.
    • Walk the perimeter of the yard to make sure that security fencing is in good condition
    • Move units and all other material such as pallets, tires, etc far enough away from the fence so they cannot be used to climb on to get over the fence.
    • Review your security lighting to make sure it is operational and adequate. Lighting can be obstructed by vehicles or trees allowing a thief a place to be unseen.
    • Make sure the security alarm system is operational and cameras are adjusted.
    • Consider blocking the entrance and exits to the lot so units cannot be stolen. Throughout the three day weekend assign management personnel to check the terminal randomly.
    • Notify local law enforcement officials of your hours of operation over the holidays so they know when to expect activity at your location.

2. COVID-19 Changes FMCSA’s Auditing Procedures:

  • During the public health emergency, the agency is leveraging all available technology to access information and records required during compliance reviews.

    Available options for motor carriers to present documents include:
    • Accessing and transmitting information through a portal directly with FMCSA and uploading documents in a secure environment.
    • Maintaining records electronically to submit them directly, from the electronic application where they are stored.
    • Faxing or emailing documents to FMCSA if they so choose, or if they cannot access the portal.
      • FMCSA may substitute in-person interaction with email and telephone and video calls during:
        • the compliance review, or
        • the close out when findings are provided to company officials.

Standards remain the same

FMCSA will use the same standards for the off-site audits that it applies during an on-site visit. The agency will use procedures in Part 385, including the Safety Fitness Rating Methodology in Appendix B, prior to assigning a safety rating.

FMCSA’s guidance document allowing for the off-site investigations does not apply to compliance reviews conducted under Part 385, Subpart B, Safety Monitoring System for Mexico-Domiciled Carriers.

The guidance document will remain in effect until the revocation of the Presidentially declared COVID-19 national emergency.
