In summary, this week's bulletin provides important info on the following topics: 

  • Warning Devices during breakdowns: Learn the proper steps to alerting other drivers when you are broken down on the highway, including where to place your reflective triangles. Here is a quick breakdown of the steps and important things to know. 
    1.  First activate 4-way hazard flashers. 
    2.  Place warning reflective triangles as follows:
      1.  One on traffic side, approximately 10 feet from the CMV in the direction of approaching traffic
      2. One approximately 100 feet from the stopped CMV in the center of the traffic lane or should occupied by the CMV in the direction of approaching traffic
      3.  One 100 feet from the CMV in the center of the traffic lane or shoulder in the direction AWAY from approaching traffic. 
    3.  Hills, curves or obstructions: If the CMV is stopped within 500 feet of a curve, crest of a hill, or other obstruction to view, place the triangles 100 - 500 feet from the stopped CMV to give other drivers sufficient warning. 
    4. Divided or one-way roads: if stopped upon the traveled portion or shoulder of a divided or one-way highway, place the devices as follows: 
      1.  One at a distance of 200 feet, and
      2. One at a distance of 100 feet in the direction of approaching traffic
      3. One on the traffic side of the CMV within 10 feet of the rear of the vehicle


  • Hair sample drug testing rulemaking still under OMB review: There appears to be substantial back and forth between the Office of Management and Budget and the Department of Health and Human Services on the scientific and technical standards for testing of hair samples.  A proposed rule is expected to be published some time in 2020.


  • FMCSA's ELD Compliance Deadline is set for 12/17/19: starting on Tuesday, all grandfathered automatic onboard recording devices (AOBRDs) will no longer be allowed under the FMCSA as a substitute for an ELD.  No exceptions or extensions will be granted, as well as no grace periods.
